This seems a bit extreme...I don't want to override what the system 
does, but, rather, mimic what setting all the Sound Volume pickers in 
the Prefs form do. (ie, set 'em all to Off, and the system won't make 
any noises...certain unbehaved apps might, but I'm not going to worry 
about those right now.)
