It does include them, but its still not guaranteed - for example, if the user
ripps the batteries out of the device, we don't wait until all the notifications
go out before we turn off.  I'm not sure where you can find docs... There was
some info on how to use it at PalmSource, but I don't know if that's all up on
the website or not.
