That's the vchrPowerOff char. It's sent by SysHandleEvent's processing of the 
vchrAutoOff event, to indicate it's now time to actually power off. The vchrAutoOff 
events are (and always have been) considered only "requests" to power off, not 
"demands" to power off. Sometimes the system ignores the vchrAutoOff events, but it 
never ignores the vchrPowerOff event (or at least, it shouldn't! ;o)
