Hexidecimals: What is it used for and How does it work?

I am working on an existing code for an application and I need help with
figuring out the hexidecimals that the Palm uses such as 0xFFFF and 0xFF for
instance.  Is there somewhere I can locate a list of these hexidecimals to
decipher how it works in Palm development?  I have tried to look it up on
the internet at www.palm.com, but I could not find anything.  Please advise.
