  hexadecimal is a representation of a number, but in a different
  base that you (humans) are used to. you have a number of bases,
  being:

    base 2:    binary       0 or 1
    base 8:    octal        0,1,2,3,4,5,6, or 7
    base 10:   decimal      0,1,2,3,4,5,6,7,8 or 9
    base 16:   hexadecimal  0,1,2,3,4,5,6,7,8,9,A,B,C,D,E or F

  the numbers you are referring to are:

    0xFF   ->> 255 decimal
    0xFFFF ->> 65535 decimal

  binary, octal and hexadecimal are loved by computers.. 

  you can convert between them using the calculator that comes
  with Windows.. just change to the scientific mode.
