Just to clarify ... this old behavior we are talking about
is the behavior of not responding to taps given certain
circumstances, to wit changing the row size of a table.
I -really- can not imagine any app that would actually
-rely- upon this behavior remaining in effect.

Unless you've started actually shipping 3.5 (as
opposed to previewing it to developers) I would
strongly suggest that this -is- a bug, and it -should-
be fixed before the official release of the next
OS version (i.e. 3.5), not after.
