Here is what I use in my .rcp file to get this affect:

BUTTON "\001" ID resButtonIDScrollUp AT (147 144 13 8) USABLE NOFRAME FONT 5
BUTTON "\002" ID resButtonIDScrollDown AT (147 152 13 8) USABLE NOFRAME FONT
5

This will draw the two scrollers at the same location the ToDo application
does.  Then you can use FrmUpdateScrollers() to enable or disable them...
