1) I -think- that PalmOS fonts are Mac fonts, so any info
   you can find on those should apply.

2) there is a FONT resource type defined in "palmtype.r",
   which is the Palm resource template file for Rez.  This
   is available somewhere on the Palm DevZone site, although
   I don't exactly recall where.
