Hi Doug,
Try checking your Windows System folder for a file called DIB.DRV. If this
is file is present in your system, it will crash the IDE when you click on
the Global Opts panel. There is known conflict between the pref panel and
the DIB.DRV file. You should remove DIB.DRV from your system folder, and the
pref panel should work fine. There should be no ill effects from removing
this file.
