I assume that when you say "...the previous keyboard is not PalmOS 
English..." you mean that somebody else has patched the keyboard 
traps, and thus you can't call the original (English) routine, right?

If that's the case, then you're out of luck. In the best MacOS 
tradition, you could create another extension that tries to get 
loaded first, before anybody else has had a chance to patch the 
keyboard traps. It could then get the trap address(es), save them in 
a feature, and exit.
