I assume we're talking about the Palm VII.  The Palm VII itself does not use
SSL it uses the ECC technology to encrypt info sent over the air.  This
protocol requires that significantly less data be sent over the wire, thus
decreasing cost.  The proxy server receives this ECC encrypted request,
decrypts it, converts it to an acceptable HTTP request and then encrypts it
using SSL to talk to the server.  The reverse occurs when data is sent back
to the handheld.

I believe the benefit of ECC is that it doesn't negotiate a key every time
it connects to a web site.  Instead, it negotiates a key with the proxy on a
certain interval (like SKIP from Sun Microsystems).  This greatly reduces
the amount of data sent.
