The latest version of POSE can do this. Go to:

Right now, it can only suck ROMs if you have a serial cradle (according to
the release notes).

I think POSE supports simulating a net connection itself if I remember
right. Isn't it something like "Redirect TCP/IP through host"?

Any of the above should work, since they all let you access Palm's network
routines.
