It's not all that safe for future versions of the OS, because the 
implementation of tips can change. An example of this is an app 
(forget which one) that created a new About box by using a similar 
technique to override the default Palm OS About box form (used by all 
of Palm's apps).

With OS 3.5, we changed how the About box text is created, and thus 
his About box doesn't look right anymore.
