Our Marietta PDE (tm) software's HotSync (r) conduit converts
CSV files to database files while downloading them at about 
260KB/min.  We are targetting this software at applications where
10K to 70K records/file are routine and ordinary.

So it is very possible, just a lot of programming effort that has
far reaching implications throughout your entire code.
