BitmapCompressionTypeRLE documented?

Is the algorithm for compressionType = BitmapCompressionTypeRLE documented
anywhere? I want to update my bitmap conversion utility to create resources
with RLE compression. I guess I could use BmpCompress then export a .pdb but
ideally I'd like to do this directly.
