I believe that you need to be a member of the seeding program. There is
some paperwork that you can fill out and mail in (FAX not eligible for
legal reasons) to 3Com to get permission. It is free, but I have waited
almost 12 weeks for my password, so if you are not already a member you
could be in for a wait.
I am not sure though why people who paid for Codewarrior should be
denied this much needed update to the development toolset.
The ROM images are on-line now, a thing which I can full understand
being careful about, so perhaps legal avenues for other tools will be
available this way before long as well.
