That's correct.

In ordinary circumstances the turnaround time is more like one week, or
two, depending on the mail speed. If anyone is waiting more than say 2 or
3 weeks, send mail to [EMAIL PROTECTED] (And not to me!) I'm told that
the problems usually are that we never got the physical mail, or it wasn't
filled out with proper contact information. Send mail to [EMAIL PROTECTED]

They're not, but you're not the first person to think this. The update
will be made generally available when it is final: it isn't completely
finished yet. It is available through the seeding program, to people who
are willing to try beta (or alpha or whatever) software. If you'd like to
wait till it is done, fine, then you won't have to sign a paper license.
