In short, yes. The Generic Conduit permits one to use (very close to) the same
code base for Win and Mac conduits. There are some obvious differences in the
way dialogs and file systems are handled between the two platforms and some
differences in the Conduit API and interacting with HotSync. However, the core
synchronization logic can maintain the same code base.

The Generic Conduit has been released as a supported product in CDK 4.0. It is
supported in the CDK 4.0 for Windows and the CDK 4.0 for Mac (and also CDKJ
4.0). If you want to use CodeWarrior as the IDE, they require CW Pro for Windows
and CW Pro for Mac.
