Like any software development, that's really up to the
hardware/platform creators. It could literally be anything. Since the
WAP microbrowsers are used primarily in cell phones, which have
severely limited RAM/ROM/CPU horsepower, I would expect them to be in
something pretty lean and mean--C and assembler, for instance. (I'm
not trying to incite language wars here).
