Constructor doesn't have a WinHelp file. The earlier versions of the
Constructror 1.5 (with the Palm OS 3.5 SDK) did have a Constructor WinHelp
file but I'm not sure if it made it into the final version of the 3.5 SDK.
But, the Constructor docs are provided in PDF format in the Documentation
folder. Sorry for any inconvenience caused.
