Because of the name and intended use of the application.  It is a "Memopad" which 
means short notes and comments.  If you are
looking to write the Great American Novel, don't use MemoPad.  If you need to output 
to a lot of text, that is what the DOC format
is all about.  There are plenty of software for writing and reading to that format.
