In my experience, Installshield Express has the minimum facilities you
need at a much lower price than Installshield Pro, though I had to
write a DLL for my commercial installation to supplement the
facilities of the Express version.
However, InstallShield is a good example of grossly overpriced
PC software.........

I have been happily building my conduit, and now it's time to think
about an installer. I've been looking around at the available optoins,
and things don't look so good.
Palm recommends using InstallShield Pro, and even gives us an example
script to use. This is great, however I am finding the price tag form
InstallShield Pro is rather overwhelming ($1,050). I find this price
hard to justify for my little program.
I am not really a Windows programmer, and I'm not familiar with all the
available options. I'm sure one can write them manually, but where do
you start to look for something like that?
I've thought about using the free version, and trying to write an EXE
that handles the DLL stuff that InstallShield (free) can't (according to
the Palm docs).
Where can I look for any of this? What is everyone else doing? Should
I just swallow the $1,000 charge?
