can we connect to any port of any server running

hi folks,
     using Inet.lib Api can we connect to any port of any server running on
some site.lets say if a server is listening at some port and we want to
connect to it using Palm.net/wireless then can we do it.How the Inet.lib
will be helpful.  I have gone through INET.LIB funvtions a bit but i m
confused.Can somebody plz help me.
