AbtShowAbout is in the 3.5 SDK documentation, but it is listed among the set
of calls reserved for the operating system and Palm-supplied software.
This is documented in Appendix A of the 3.5 Reference PDF.
You probably should be making your own about box and displaying it with a
FrmDoModal or FrmAlert call.
