Ben Combee from techwood provided me with a fix for this.  This was his
advice:

"I'm not sure why the file isn't being displayed correctly when you added it
to the project... that smells like corruption.  One way to fix that would be
to export the project as a XML file, then reimport it.  It should fix any
binary problems that may have occured in the project."

This in fact did sort out the mysterious problem my project was having
trying to recognize and open PalmOS.h
