No, you can't have static contents on a standard WAP browser and that is one
of WAP limits. But I think web-clipping has similar limits: if the
Web-clipping app is not bundled in your palm, you have to find it on the web
and hot-sync it to your palm. You can think of the WebClipping Applications
as Bookmarks in a WAP browser. The fix of the problem is done by SUN using
the KVM (small JavaVM for devices) platform. Any Application (either WAP
browser or Webclipping browser) over the KVM has the ability to download
MIDlets (pure Java applications) on demand and install them internally using
a layer called JAM (Java Application Manager). FYI, we do have a white paper

The WAP gateway holds sessions to CONNECTION-MODED WAP clients , this is
achieved by the WSP layer of WAP. To support Cookies, the WAP gateway has to
implement some sort of an internal mapping between Clients-session-id and
http-cookies. you might wanna check this discussion thread out
