IR data transfer

Hi all,
        I want to send a PDB file over IR without using hotsync feature.
What is the best way to accomplish it (using serial manager or something 
esle).

The source from where i wish to transmit a PDB file is a WIN31 system to
which is attached a IR transceiver on a COM port.
