I agree with your suggestions for learning about the low level Ir stuff. It is 
possible to do a broadcast. In fact, it's really easy. Before you even set up an IrLAP 
connection, you can send test packets. These packets are broadcast, and each unit that 
receives the packet can reply. So, if you've got a bunch of devices running your 
application, and the application starts up the Ir library (thereby disabling beam 
receive), then any device should be able to broadcast to all the others, assuming 
they're physically in range.
