I would guess they are...
Unless you deleted the newer folders when you moved Win2k,
it looks like you reinstalled HotSync and the Desktop on top
of an old version that was sitting in a different folder.  I've
done this before.  You may want to locate the other folders 
that have Palm Desktop data within them and reinstall on top 
of the one with file dates that are more recent.
