I don't think you could permanently display something anywhere on the
screen without obscuring app functionality. Real estate is so limited in
the 160x160 display that you won't find any consistently free display
area.
Unless of course you want to create a custom 'Launcher' application
which is a possiblity. There's third party launchers (search for
'Launcher III' on www.palmgear.com, source code is also available I
think) available where you could obviously sacrifice some display space
for ads. Although as soon as you launched an app the ads won't be
on-screen.
There are several hacks that temporarily display pop-up information
(look up ChronoHack on www.palmgear.com for a good example of this kind
of functionality). That's also an option.
Although of course IMHO I'd rather shell out a couple of hundred dollars
for a Palm device without (shudder) ads...
