I just verified this -- works (or doesn't work in this case) exactly as you
say with release 5.  It looks like this got fixed with the new IDE in
release 6, though.  What you could do for a workaround is create a file set
for searching that is all the system header files.  I just created that, and
it didn't take me more than a minute or two to assure myself that would work
the same way you intend.
