This is standard behavior on Treo devices. An active data session will
block all incomming voice calls untill it has finished. Likewise an
active voice call will block any attempt to use a data session. the two
are mutually exclusive.
Note: and active data session means actually transmitting data. Not just
an open socket.

You will receive the voice call if it occurs at just the right time in
the idle data session. If you keep the voice call active for long
enough, your file transfer will probably time out (Depends on protocol
used, ftp/http/etc..)
