Is the eclipse env mature enough? Does it handle rearranging the objects to
avoid the need of sectioning?

I like CodeWarrior, but it'll cost you money. But, you get what you pay for.
However, IMHO, ARM development is better in several of the other IDE's.
The 'free' tools are certainly cheap to try. Unless you need something
special of your tools, it could come down to a simply matter of personal
preference.
