I have not tried working with sound / vibrator on the treo 650, but simply
changing the sound level via PrefSetPreference on a typical Palm OS device has
no effect until the next soft reset.  The issue here evidently is that the OS
reads that particular value after a reset and then caches the value internally.

The Prefs applet gets around this by changing not only the preference value, but
also using a "system use only" function call to change the cached value.  I
forget the exact name of that, but it is in the archives.  Some people have used
that successfully, but as with any system use only function, you do it at your
own risk.

That said, the Treo 650 has a sliding hardware switch to mute the sounds, and my
speculation is you won't override that via software.  And quite frankly, I hope
you can't.  I really like being able to just feel the top edge of the phone and
switch to mute or confirm it is on mute when entering places where the sound
would be disrespectful.
