There never was a Sony simulator.
There were several Sony emulators, but Sony violated the licensing
terms and never released their modified sources, as they had agreed to
under the GPL.
You might have some luck on www.archive.org using the broken URLs
you've found.
Sony had their own SDK (no cost but you had to register) which also
allowed downloading the ROM images for their handheld products. As I
recall, the only real difference was being able to detect and respond to
the thumbwheel on the Clie models. I don't recall them having anything
past 4.01 or so for the OS version.
