Open/Save file dialog to navigate VFS ?

Is there a publicly available Open/Save file dialog to navigate the VFS (i.e. 
SD or MS memory card)? I'm surprised the OS doesnt offer one. Otherwise, how do 
programs such as picture browsers do to locate things on the memory card?
