Yes, it is possible! 

Sorry to jump into this discussion late, but Palm-RC (and possibly pilRC if
it has inherited it yet) can actually do a straight .rsrc -> .rcp
conversion. It can also use .rsrc directly with a gcc project, and decompile
a .prc into a .rcp and its other components. 

Palm-RC is a variant of pilRC available at
http://www.handspring.com/developers/.  The binaries are available if you
install the developer's kit and the source is available as well. 

I'd be interested in finding out if anyone found .rcp -> .rsrc useful.
FWIW, Aaron and others as well as myself are interested in merging the
functionality of these two apps, but for now their feature sets still differ
a bit.
