It's part of the Palm OS 3.5 SDK, which you can download at www.palmos.com.
CW for Palm R6 comes with the Palm OS 3.1 and Palm VII SDK by default, not
the Palm OS 3.5 SDK - not sure what the equivalent header (if any) is for
these SDKs though.
