You can reflash using the OS 3.3 upgrade tool on Palm's site.  It's
somewhere under http://www.palm.com/support/.  When you run it, click on
the "Advanced" button.  Then you can choose any ROM image file you want.

It may not be a good idea, however, to flash 3.1 to a new V.  There have
been hardware changes, etc, AFAIK, for the newer models.  OS 3.1 may not
run correctly on a newer device.  You might wind up with a worse platform
to test on.
