I think they probably just want to be able to state their product 'runs
on the Palm V' regardless of OS version?

We used to have two version of our FireViewer app (pre OS 3.3 and post
3.3) and about 40% of our user support calls were generated because the
user didn't rtfm and simply installed the first PRC file they saw
regardless of their OS version.

A more interesting question is "why?".  What does a Palm V running OS
3.1
do that cannot be done with a V running OS 3.5 ???
