Actually, they do.  There are two ways to change at least the application
loading features of the application keys...one is via the buttons 
configuration in the Palm preferences, and the other is like this:

PrefSetPreference( prefHard3CharAppCreator, appFileCreatorID );
(for remapping the 3rd...todo list...app key to whatever CreatorID you 
want, the other keys are done the same way)

This only goes for loading apps, though.  You're not going to be mapping
the calendar key to scroll up or whatever, unless you do a system hack or
Hackmaster extension.
