I don't think that is possible. The Visor uses masked ROM, not a
flashable ROM. OS3.5 is not a patch, but is distributed as a complete
ROM image. There was discussion on masked and flashable ROM on this list
sometime back, you might want to look up on it.
Anyway, Handspring has made some minor mods to the standard PalmOS, so
even if you can pop in a ROM chip with 3.5 on it, you may not want to do
that.
