Draw 2.
Draw the big circle with the final color you want.
Draw the smaller inside circle with a color that matches the background.

I am trying to draw a circular frame. I can draw a solid circle, using
WinDrawRectangle with the correct corner diameter, but WinDrawRectangleFrame
does not allow this. Any ideas ??
