As long as the handhelds are running on their own, you can't. In the
scenario you described, there is no way for you to prevent your
customer from issuing each of those codes multiple times. They could
buy 100 licenses and use them to run 500 units. Or buy 1 license and
use it to run 500 units.
If, however, your app has a conduit, a central database that all of
the Palms talk to, then you could have your conduit record the
license code for a given user and send it up to the central database.
The DB would check that the code was not already in use by someone
else, and would react appropriately if it detected a "double-dip".
