Symbol's SPT1500 runs a modified version of PalmOS 3.0, so if you
want to include all Symbol's units you have to support back to 3.0.

However, all Symbol units (so far) have flash memory (and utilities to
flash it), which means that at some point in the future you'll be able to
assume they have all have been upgraded to 3.5 

At that future point (for us) the target minimum OS moves from 3.0 
to 3.1.  (3.1 because of the non-flashable Visor's with plug-in barcode
scanners)
