Why? If you write a simple installer, or even if you don't and just write 
a few sentences of instructions to the user, installing two files (one a 
prc and one a pdb) is barely more difficult than installing one, and by 
conceptually separating the two, you allow for updating the pdb as a 
separate file later (which may well be something you'll want to do). And 
certainly distributing two files is no big deal, since in most cases 
you're distributing a ZIP or .sit.hqx file with the PRC, the manual or 
README, etc. anyway. The only exception I can think of would be a file 
that needs to be downloaded wirelessly; then disregard everything I've 
said. :-)
