This would suggest to me that there is a problem with the .prc itself.
Have you tried loading it onto the Emulator? POSE has a lot of extra
error checking that the device doesn't have, which may be able to tell you
what is wrong with the .prc. If it's invalid, just loading it on the
emulator will let you know (you'll get an error message, that should help
in narrowing down the problem).

Which version of the debugger plugin (bin\plugins\Debugger\PalmPlugin.dll)
are you using? Some of the older plugins couldn't overwrite an
application on certain older devices, when the app had already been
downloaded. Try deleting the application, resetting the device and trying
again. Also, if your .prc was invalid, this can corrupt the debugger
preferences. Delete the CW Debugging Cache and CW Autosave folders from
the C:\Windows (or WINNT)\Metrowerks folder. These will be recreated the
next time you debug, but they will be recreated cleanly.
