I believe that Platinum requires you to submit to a formal third-party
testing procedure ($$), while Palm Powered only requires you to sign an
agreement testifying that your application meets the requirements to be
called "Palm Powered". I have a sample agreement for Palm Powered around
somewhere that I haven't yet signed. The Platinum requirements are much
more stringent.
