Does anybody know if all installed applications are launched with a special
launch code before (or during) and after the hotsync process?.

After the hotsync is completed the application is being launched with
a notify launch code, you can schedule an alarm there, which again starts
the program with an alarm notify code. from there you can call the launch
routine.
