What about customizing your spec file?
~ % grep -C1 sdk% /usr/local/lib/gcc-lib/m68k-palmos/2.95.2-kgpd/specs
*palm_sdk:
sdk%{palmos1*:-1}%{palmos2*:-2}%{palmos3:-3}%{palmos3.0:-3}%{palmos3.1:-3.1}%{palmos3.5:-3.5}
Having -palmos4 to look into sdk-4 seems just a matter of appending
%{palmos4:-4} to the above line.
